– Appeal signed by thirty-three civic and trade-union organisations from Romania –

Your Excellencies,

On the seventieth anniversary of the Katyń massacre:

1). We ask that you should establish an international commission representing Poland, Romania, Finland, Lithuania, Estonia and the Republic of Moldova in order to analyse the consequences of the HitlerStalin Pact(known as the Molotov-Ribbentrop Pact) upon these states and their populaces. This commission shall draw up a final report during the course of this year.

2). We ask that you should condemn the HitlerStalin Pact and its consequences as illegitimate and criminal. In accordance with the example set by Romania in officially condemning communism, the condemnation of the HitlerStalin Pact shall take place in full knowledge of the facts, on the basis of the final report to be drawn up by the proposed international commission and in front of the parliamentary assemblies of the states that were the victims of this alliance between Hitler and Stalin.

3). We ask that you should take action in order that the European Union, Council of Europe and other competent international bodies should condemn the HitlerStalin Pact and its consequences as illegitimate and criminal.

4). We ask that you should take action in order that the states and peoples that were victims of abuses, crimes and illegalities as a result of theHitlerStalin Pact should receive moral and material reparations, with the level and modalities of such reparations to be established by a commission recognised by the competent international bodies.

The consequences of the “non-aggression” pact between two of the greatest criminals in history, Stalin and Hitler, were illegitimate and criminal for the nations of Poland, Romania, Finland, Lithuania, Latvia and Estonia. This illegitimate and criminal pact was signed in Moscow on 23 August 1939 by foreign ministers Molotov and Ribbentrop, in the presence of Stalin. The Pact contained a secret protocol whereby the territories of neighbouring states were to be divided up between Germany and the U.S.S.R. The application of the clauses of the Pact spelled the onset of national disaster for Poland, Romania, Finland, Lithuania, Latvia, and Estonia.

We hereby mention that in April 2009 the European Parliament passed with a large majority a resolution whereby the date 23 August was declared European Day of the Victims of Stalinism and Nazism.

The demands of this Appeal correspond to those of the Proclamation for the De-communisation of Romania, launched on 23 August 2008, on the sixty-ninth anniversary of the signing of the Molotov-Ribbentrop Pact.
